الفساد ينهش ارض العراق

يحتل العراق بما في ذلك إقليم كردستان المرتبة السابعة عشرة في أكثر الدول فسادًا في العالم، بالقرب من قاع التصنيف، حسب تقرير منظمة الشفافية الدولية المعنية بمكافحة الفساد لسنة 2019 مما يعزز حقيقة أن الكسب غير المشروع يمثل مشكلة متوطنة في العراق وكردستان العراق، وكان العراق بالمرتبة 162 من اصل 180 دولة تم فحصها في الدراسة السنوية. ان الاحتجاجات المستمرة المناهضة للحكومة التي تجتاح بغداد والمحافظات الجنوبية التي راح ضحيتها اكثر من 1000 شخص بين قتيل وجريح كان سببها هو أن الحكومة العراقية فاسدة بصورة أساسية وان معظم ثروات الدولة خاضع لسيطرة الاحزاب والمليشيات الفاسدة بما فيها اقليم كردستان العراق. لسنوات عديدة ، اتهمت منظمات الشفافية والمشرعون والمراقبون والمنظمات الدولية كبار مسؤولي الحكومة المركزية في بغداد وحكومة إقليم كردستان العراق بالفساد، لا سيما فيما يتعلق بمصادرة إيرادات نفط.
ان العراق يواجه تحديات فساد ضخمة على رأسها غياب النزاهة السياسية وكثيراً ما يشير السياسيون في العراق وإقليم كردستان إلى دعمهم الخطابي لتدابير مكافحة الفساد لكنهم لم يحرزوا أي تقدم في حل المشكلة. وفقًا للمشرعين الأكراد والمستندات المسربة تعتبر كردستان الجزء الأكثر فسادًا في العراق وان هناك مليارات الدولارات المفقودة من عائدات نفط كردستان العراق. كما هي العادة توجه الاتهامات الى عشيرة البارزاني الحاكمة بشكل روتيني من قبل النقاد بالاختناق وجمع ثروة ضخمة من تجارة النفط للعائلة بدلاً من خدمة السكان. ان زعيم الحزب الديمقراطي الكردستاني والرئيس السابق مسعود البرزاني لا يزال أقوى زعيم في الظل وفقا للمحللين ومن بعده يأتي نجله مسرور (رئيس وزراء إقليم كردستان) وابن أخيه نيشيرفان بارزاني (رئيس إقليم كردستان). كما اتهمت منظمات الشفافية والمراقبون عائلة طالباني وحلفائها بشكل روتيني بالفساد وجمع ثروات ضخمة من تجارة النفط في المناطق التي يسيطر عليها حزب الاتحاد الوطني الكردستاني.
إن الكثيرين يتحدّثون عن إنجازات الإقليم الكردي على صعيد مكافحة الإرهاب ومحاربة تنظيم داعش والعمران والأمن وهذا صحيح. ولكن لا أحد يتحدّث عن مكافحة معدّلات الفساد والفقر والبطالة والأميّة والعنف ضد المرأة التي ينبغي أن تكون في أعلى سلّم أولويات الحكومة والكرديّة في كردستان العراق. فإقليم كردستان بالرغم مما يبدو عليه من نهضة عمرانية يقاسم سكانه العراقيين فقرهم وعوزهم وشعورهم بالظلم بسبب غياب العدالة في توزيع الثروات والتفاوت الطبقي بين الحزبيين وأبناء العشائر الكبرى وباقي أفراد الشعب.
ان كردستان العراق دخلت على خط الفساد السالك عن طريق الحزبية والعشائرية ومنذ تخليها عن البندقية وتركها للجبال الوعرة والقدوم الى المدينة ذات الحياة السهلة والاقامة المثالية. وحسب التقارير الصحفية فأن حكومة الاقليم تسعى الى تسويق
كردستان باعتبارها منطقة واعدة وتقدمية وديمقراطية وخالية من الفساد والمحسوبيات ولكن تحت هذه الواجهة يناضل المواطن الكردي العراقي في سبيل البقاء، بينما تُسرق الاموال العامة، وتجد طريقها الى جيوب الساسة الاكراد من اعضاء الحزبين المتنفذين في الاقليم. فبحسب احد قادة البيشمركة السابقين سامان الجاف ” انه اذا كنت قريبا لأحد الزعماء السياسيين فانه بامكانك الحصول على وظيفة في الحكومة مع ميزانية معينة أو الحصول عقد قد تبلغ قيمته مليوني أو ثلاثة ملايين دولار لتعبيد طريق على سبيل المثال.” واضاف ايضا، إنه ليس من المهم ان كان هذا القريب يعرف أي شئ عن تعبيد الطرق أساسا، فالعقد سوف يباع مرات عديدة، حتى يصل الى أيدي شركة انشاء حقيقية. ولكن عند ذاك ستكون قيمته نصف القيمة الأصلية.
الحقيقة البسيطة هي أن الفساد لا يزال هو العائق السائد على اقتصاد كردستان العراق. وفقًا لمسؤولين عراقيين وصناعيين على دراية بالحساب، يتم تصدير المزيد من النفط الكردي عبر محطة جيهان أكثر مما تعلن حكومة إقليم كردستان ، مما يوحي بأن بعض النفط يباع نيابة عن حزب وفرد أكثر من كونه منتجًا لحكومة إقليم كردستان . ان الكثير من رجال الاعمال يشكون من المطالب المبالغ فيها من قبل ابناء اوعشيرة البرزاني اوبعض قادة الحزب الديمقراطي الكردستاني وفي الغالب تكون هذه المطالب هي عبارة عن نسبة معينة من الارباح يتم فرضها من قبل المسؤولين الاكراد على اي مشروع مطلوب تنفيذه في الاقليم. وبحسب أحد العاملين في وزارة التخطيط لأقليم كردستان العراق، ان المشاريع الحكومية لا يتم منحها بطريقة شفافة وأصولية، حيث يقول المصدر: “يحاول الوزراء وكبار المسؤولين أن يمنحوا المقاولات لشركاتهم أو للشركات التي يملكها أصدقاؤهم وذلك ليضمنوا نصيبهم من ارباح المشاريع المفترض انجازها”.
ان سبب احتكار الشركات التركية لأغلب المشاريع في كردستان وغياب الشركات الغربية (الاوربية بشكل خاص) عن العمل في كردستان هو ان المستثمريين الاتراك استطاعوا أن يتقبلوا بسهولة فكرة الفساد في الاقليم، وان الشركات التركية على لديهم كلمة السر الا وهي حصة المسؤول محفوظة أو وقعّ على العقد تصلك نسبتك بالكامل. فالشركات الغربية، لن تدخل في هكذا سوقٍ “مفترضة”، غير محسوبة النتائج للحصول على رأسمال “مفترض”. الرأسمال الغربي، هو رأسمال السوق “الرياضي”، إذ يحسب بدقة، يضرب ويقسّم، يجمع ويطرح، في حدود عقودٍ موقعة واضحة وصريحة، تحسب فيها احتمالات الربح والخسارة، بعيدا عن المحسوبيات والوساطات وسوق التواقيع السوداء.
ان تعابير القلق كانت واضحة على القادة في العراق بسبب ما يمكن أن تؤدي إليه الانتفاضة من تسريع في عملية إعادة النظر في فقرات من الدستور والغائها أو إعادة كتابتها. ذلك موقف سيء فهو يضمر قدرا من العداء لطموحات الشعب العراقي في أن يستعيد حياته السوية التي حطمها الفساد المستشري في مفاصل دولة لم يُقم أساس ولا يمكن أن ترى النور في ظل استمرار الفاسدين في استنزاف ثروات العراق. في ذلك الموقف هناك شيء من الخشية على مصير الدولة الطائفية الفاسدة وهناك أيضا خوف من أن تنتشر الاحتجاجات مثل عدوى في إقليم كردستان الذي يعاني ابناء شعبه هو الآخر من التمييز بسبب الفساد الذي يرعاه الحزبان الكبيران المحتكران للسلطة ولحصة الإقليم في الموازنة العراقية ولإيرادات النفط المهرب التي تذهب إلى حسابات السادة الكبار وهم رعاة الفساد الذي لم يسلط عليه الضوء اطلاقا.

Corruption is Ravaging Iraq

Iraq and Kurdistan occupy the 17th rank in levels of corruption worldwide, nearing the bottom. This stems from the report of Transparency International that deals with anti-corruption for the year 2019. Further supplementing the reality of illegal sources of income cemented in Iraq and Kurdistan. Sadly, Iraq ranked 162nd out of 180 countries that were included in the yearly case study. In addition, the continuously erupting anti-government protests sweeping across Baghdad and the southern states in which more than a 1000 injuries and casualties were recorded primarily happened due to the corrupt Iraqi government. Stressing on the fact that most of the countries riches are controlled by governmental parties and murderous militias, this includes the sector of Kurdistan.

Transparency international, legislators, watchers and large influential international organizations all accused the Iraqi central government and Kurdistan’s High-profile politicians with corruption mostly in the manipulation of oil revenue.

Iraq faces enormous challenges, on top of that list is the absences of political integrity. Thoroughly do the politicians of Iraq and the sector of Kurdistan delve into the topic of anti-corruption in their speeches but the problem has no solution or any developments. According to Kurdish legislators and leaked documents, Kurdistan is considered the most corrupted region in Iraq. This is evident in the embezzlement of billions of dollars of Kurdistan’s oil sales revenue. The sad norm is the routine accusation of the ruling Barzani tribe at the hand of the critics in which they are accused of rerouting the oil sales towards the family to amass a gigantic wealth leaving behind the people’s needs. The leader of the Kurdistan Democratic Party/the former president of Kurdistan Masoud Barzani is still the strongest leader from the shadows according to analysts, followed by his son Masroor (the prime minister of Kurdistan) and his nephew Nechirvan Barzani (the president of the sector of Kurdistan). Transparency International and watchers accused the Barzani family with their allies of routine corruption and amassing a gigantic wealth from oil sales in the areas occupied by the Patriotic Union of Kurdistan party.

Many talks about the achievements of the sector of Kurdistan in regards of Anti-Terrorist measures, fighting ISIS, construction projects and general security which is true in the sense. leaving out of the conversation the levels of corruption, poverty, illiteracy and domestic violence against women. The things that should be in the top priorities of the government of Kurdistan in the sector. Contrary to the popular constructionally advanced image of Kurdistan, the Kurds share the same plight as Iraqis. This is in regards of poverty, needs, the feelings of injustice in the distribution of wealth and the stratification between Partisans, members of large tribes as well as the rest of the people. The sector of Kurdistan entered the already open road of corruption by means from influential political parties in addition to tribalism since the abandonment of the rifle and mountainous lifestyle in hopes of an easier and more lucrative life in the city.

According to News reports, Kurdistan’s government aspire to present the sector as a promising, forward thinking, democratic and corruption free zone. However, under this facade the Kurdish Iraqi citizen fights for survival while public money finds its way into the pockets of Kurdish politicians from the two most influential political parties of the sector. Quoting an ex-peshmerga leader Saman Al-Jaff “If you were close to any of the political leaders, you will be able to land a governmental job with an allocated budget. alternatively, you can acquire a contract worth two to three million dollars to pave a road for example”. He also added “It’s not important that the person knows anything about paving roads as the contract would be resold multiple times until it reaches a real construction company, by that time the contract would be worth half its original value” . The reality is that corruption is the biggest hurdle facing the Kurdistan sector, stunting its economic growth. According to Iraqi politicians and industrialists that have knowledge of the real numbers, more Kurdish oil is exported through the Jihan refinery than what the government of Kurdistan announces. Leading to the fact that this excess is being sold on behalf of a political party or a person rather than being spent on the development of the Kurdistan sector. Many local business men complained about the demands of some of the Barzani tribe members and some of the leaders in the Kurdish Democratic Party. These demands go through every project in the Kurdistan sector blessed by high ranking Kurd politicians. An employee of the ministry of planning in the sector of Kurdistan revealed that contracts are not handed out formally and transparently. Instead, “Ministers and high-ranking officials try to secure those contracts for their own companies or the companies of their friends therefore guaranteeing a percentage of these projects for themselves”.

The reason Turkish companies monopolized most of the projects and the absence of foreign (European) companies in the market is because of the acceptance of the ideology of corruption by the former and the denial of it by the latter. Turkish companies have even developed a code of handing out a percentage to the official as long as he signs them a contract and that his cut is guaranteed. Thus, foreign companies prefer to never enter a “presumed” market with no calculable results or acquire a “presumed” capital. The foreign capitalism chooses to follow mathematical methods involving multiplication, division, accurate calculations of profit/loss under clear and transparent contracts. Away from patronage, third party payments and the black market of signatures.

The signs of worry and anxiety are appearing on the faces of the leaders of Iraq, fearing of the uprising hastening the process of reforming the constitution. This puts them in a bad position as their intentions reveal, a clear harbor of hostility towards the ambition of the Iraqi people to restore a balanced normalized life that has been decimated by corruption. A corruption that has festered into the Iraqi government like a disease, with symptoms of no infrastructure and drainage of its riches. In such situation there is a sort of fear for the sectarian corrupted state and a bigger one from the spread of the protests to the sector of Kurdistan. One that’s people are suffering from discrimination by the two largest political parties that have monopolized ruling the sector as well as the share of the sector from the Iraqi yearly budgetary distribution and the revenues of smuggled oil sales all pouring directly into the accounts of those high-ranking gentlemen. Advocates of corruption with a light that was never shed on it ever before.
